From international law expert Dan Bodansky, writing from the conference:
... it appears increasingly likely that the conference outcome will be a short political declaration largely devoid of substance, and a procedural decision to continue the “process,” such as it is.
Everyone knows the deal that will eventually follow, if it's to happen at all, says Bodansky: Developing nations agree to stronger commitments, common provisions on monitoring, reporting and verifying their emissions; the United States and the European Union strengthen their commitments. But Bodansky thinks the foundation just won't get laid tomorrow.
