India must fight "brain drain" and red tape to improve its science establishment, Prime Minister Manmohan Singh told the Indian Science Congress today.

A new report highlights the problem of carbon emissions from planes and boats. Although they are responsible for only 5% of all greenhouse gas emissions in the United States and 3% globally, they are the fastest growing transportation sector.

The annual meeting of the Transportation Research Board of the National Academy of Sciences convenes next week.
