Counting to Sixty: Breaking Down the Senate on Climate Change

Many factors are at play when it comes to climate legislation, making it hard to predict how any one senator will vote. But historical data has shed light on what might happen if a climate bill gets to the floor of the Senate this spring.

Drawing upon an analysis done by Energy & Environment Daily, this chart groups senators into three voting camps: yes, no, and swing. In addition, we have labeled the lawmakers according to their stance (if they took one) on a vote on a key procedural hurdle that spelled doom for the 2008 Lieberman-Warner climate legislation. On that vote, the bill fell 12 votes shy of the 60 needed to end debate and proceed. Democrats are shown in blue and Republicans in red.
